Mulch applied as per the application method will contain a significant amount of moisture trapped in the mulch and at the interface between the mulch and the topsoil.
It is normal to allow for overnite dry time . The next day the mulch should have a dry appearance and the tackyfier will be reaching maximum dried strength. If quick growing temporary grasses such as millet or rye are in the grass seed mix , it would be normal to expect vigorous grass cover after 14 days. Remember that for germination and vigorous growth, grass seed needs a constant supply of water to be kept up to the site over this period. If no rain is experienced a water truck will be required on site.
